If you mean 100/90/15 I can almost understand the shop not wanting to mount it. If you mean 140/90/15 it is not unusual for the shops to not want to take the wheel off the bike, it takes a good amout of time for something they aren't going to make much money off of. Most shops I've delt with give 2 prices one for wheel on bike one for wheels off bike. ($50 and hour on,$27/wheel off).
